Certified professional supervising trainees: Amendments to the Regulation

The Autorité des marchés financiers (the Authority) has amended certain provisions of the Regulation respecting the issuance and renewal of representatives’ certificates (Regulation).

The amendments will come into force gradually, on March 26, 2025, September 15, 2025, and September 14,2026.

Among these changes, those coming into force in 2026 concern, among other things, certified professionals who supervise trainees. Certified professionals acting as supervisors are therefore encouraged to take note of these changes now in order to adapt their practices accordingly.

Supervisor: An Important Role in the Industry

The ChAD takes this opportunity to emphasize the importance of trainee support by their supervisor in ensuring public protection. Indeed, the internship period is intended to help future certified professionals develop their professional skills, knowledge, and behavior. The better they are supervised during their first weeks in the industry, the better equipped they will be to provide quality service to clients throughout their careers.

Main change coming into force in September 2026: From five to ten trainees maximum per supervisor

As of September 14, 2026, damage insurance agents, brokers, and claims adjusters whose main activity is supervising trainees will be allowed to supervise up to 10 future certified professionals.

A certified professionnal who does not primarily focus on trainee supervision must adhere to the limit of five trainees under their responsibility.

Other changes taking effect in September 2026

Additional changes to the Regulation concern the supervisor’s obligations. For example:

  • At the beginning of the internship, the supervisor must present the objectives and tasks the trainee will be expected to complete. The amended Regulation specifies that this presentation must also “detail the specific competencies related to the discipline or category of discipline targeted by the probationary period and explain how the supervisor intends to support the trainee in developing these competencies.” (Our translation)
  • When a supervisor receives two notices for failing to meet their obligations under the Regulation, they will be prohibited from supervising trainees for one year. The amended Regulation now states that the representative may not act as a supervisor “again unless they have completed a professional development activity on trainee supervision that is recognized by the Authority.” (Our translation) No PDUs will be granted for completing this course.
